The Leonard Schaeffer Fellows in Government Service Program


The Leonard D. Schaeffer Fellows Program provides talented undergraduates with a unique government service experience through 10-week, full-time, high-level summer internships with elected officials and agencies at the federal, state and local levels. Five UVA students will be selected as Leonard D. Schaeffer Fellows for Summer 2019.

Students can apply to up to three of the Leonard Schaeffer Fellows in Government Service internships. The internship opportunities include:
2.     Department of Energy, Office of Policy | Energy Policy Intern
3.     City of Richmond, Virginia Government | Mayor’s Office Intern
4.     Self-Obtained Unpaid Internship in Government | This year we are pleased to offering funding for two students who have secured their own unpaid internships in government (local, state, federal or congressional internships excluding political campaigns).

This internship is part of the Leonard Schaeffer Fellows program. Students selected for the internship will receive a $5000 grant to participate in the internship. Additionally, students who participate in the program will be invited to participate in a 3 day conference with Leonard Schaeffer Fellows from 6 other universities. If selected to intern, we request that all students clear their schedule to participate in the conference from June 20th – June 23rd (if the internship is outside of DC, then the student will be provided a travel stipend to cover travel and housing for the conference)

Title: Leonard Schaeffer Fellows Internship – Department of Health and Human Services (CMS)

This position is with the Department of Health and Human Services, Centers for Medicare and Medicaid Services (CMS), in the Center for Consumer Information and Insurance Oversight (CCIIO). CCIIO’s primary mission is to implement private health insurance reforms. The core objective of CCIIO is to promote a stable individual health insurance market and enrollment in quality coverage to reduce the uninsured rate. In addition to creating a stable market, CCIIO continues to provide innovative ways to ensure individual participation in the exchange and conducts extensive stakeholder outreach to bridge the gap between government and industry in the exchanges. Responsibilities

This position is with the CMS/CCIIO in the Payment Policy and Financial Management Group (PPFMG): In CCIIO, PPFMG has a first of its kind data set regarding the health conditions in this market and has an innovative team driving toward core business operations and policy making. PPFMG oversees policies and operations for ACA payment programs that ensure affordability of health insurance coverage in the individual and small group markets, both inside and outside the Exchange. These programs ensure that consumers of varying health and socio-economic status all have access to affordable coverage while providing issuers with a predictable and stable transition to new market dynamics. Students will work on policy development and coordination related to a very broad range topics and functions that support health insurance market stability, operations, stakeholder communications, and data analysis. Our team directs a permanent risk adjustment program that shares risk among issuers, making financial transfers to ensure that individuals with and without health conditions have access to affordable coverage that meets their needs. The group also pays tax credits to Exchange issuers to make coverage more affordable for lower-income individuals and families, and manages the enrollment data on which these payments are based. To ensure the accuracy of all payments, PPFMG operates audit programs designed to assure payment integrity of all its current and past payment programs.

Students will perform a wide variety of duties in the policy field designed to meet CMS’s mission and the student's learning objectives.

As a UVA Fellowship Intern your duties may include:
  • Contribute to policy development and coordination of the 2021 payment notice, and be a part of impactful development of policy and operations.
  • Assist with federal regulatory policy regulations and health care financing research with first of its kind data covering individual and small group market.
  • Contribute to business operations driving billions of dollars of health care payments in a dynamic market.
  • Assist with stakeholder outreach and communication.
  • Assist with payment operations and audits for various payment programs dealing with enrollment and payment data, a core tenant for health care programs across markets

Start Dates are flexible and run for 10 weeks (40 hours/week)
Internships are funded by UVA through funds received from the Leonard Schaeffer Fellows Program
